Harrison Mugshots and Public Records
A booking photograph records appearance at a particular arrest or intake. Release does not erase that event, but it changes where the person appears. A released person often drops off a current jail list. Harrison's weekly PDF is a current-inmate product, not a historical mugshot gallery. Court disposition, sealing, later correction, and state-prison status are separate records.
Ohio's core public-records law is ORC 149.43. A sheriff booking photograph is not categorically excluded under that law, so a specific image is presumptively subject to access unless a statutory or case-specific exception applies. That does not mean every requested photograph must be released. Protected investigatory material, juvenile matters, sealed records, victim protections, and other exceptions can limit access.
A photo cannot establish that a person was convicted. It also cannot show present custody. Match the full name, arrest or booking date, court case, and source agency. Then use the release or court record for the event question. This keeps an old photograph from being mistaken for current status.
Find Harrison Released Inmate Photos
Harrison's photo channels vary by custody system. The county jail image belongs to the sheriff's booking record. An ODRC photo belongs to the state offender record. ESORN is limited to people who have a legal registration duty. News and third-party copies can surface, but neither category is a complete or official release source.

VINELink may display identity and custody details within its interface, but Ohio VINE is a notification service, not a historical county booking-photo archive. The reliable county route remains a focused sheriff request. For a state commitment, ODRC is the official image and status source.
Harrison Has No Photo Feed
Harrison County's official photo channels have a clear boundary. The weekly Current Inmates PDF has no images. No separate booking-photo release feed was found, and no official Harrison County, Ohio sheriff app for inmates, releases, or mugshots appeared in the reviewed county and sheriff channels. Apps from other counties named Harrison must not be substituted.
The PDF shows Name, Arrest Date, Bond or charge text, Out Date, and Housing. Its Out Date is undefined and can be future-dated or remain on a current row. Thus the document cannot prove actual release, even before its lack of photos is considered. A vanished row can mean release, transfer, correction, or weekly update lag.

The landing page is useful for locating the text report, but it does not add a booking-photo or released-person search.

Request a Harrison Booking Photo
The sheriff request should identify one person and one booking. Harrison publishes no sheriff-specific request form, booking-photo fee, fixed turnaround, record-retention period, or public records-unit hours online. - Request the actual release date and time, release disposition, authorizing authority, and transfer or housing destination. These fields help tie the image to the right event.
- Ask for electronic copies and an actual cost estimate before copying. Ohio law generally does not require a requester to state a purpose.
- If any part is withheld, ask for the legal basis and for all segregable public material. “Segregable” means nonexempt content that can be released after protected parts are removed.

Harrison ODRC Offender Photos
A Harrison case that resulted in Ohio prison can have an official photo in the ODRC Offender Search. Search by last name, then narrow by first name, offender number, or County of Commitment. Open the detail and compare the offender number, Harrison docket, admission, offenses, and sentence before treating the photo as a match.
The ODRC image is a state corrections photograph. It is not necessarily the booking photo taken at Harrison County Jail, and it does not cover a person who bonded out locally without entering state custody. The detail record may also show status, Expected Release Date/Parole Eligibility Date, Parole or Release Detail, and APA supervision. Those fields explain whether the state record concerns current prison custody, a later prison release, or supervision.
Harrison identifies the Correctional Reception Center for male prison commitments and the Ohio Reformatory for Women for female prison commitments. Intake classification can later move a person to another state institution. A changed institution is not a new arrest photo and not a release. Follow the offender number through the state record instead of treating the intake site's name as permanent.
ORC 5120.21 restricts broader inmate files but does not bar disclosure of specified categories such as name, convictions, photograph, and supervision status. That boundary supports using the official public detail while avoiding claims about access to the entire institutional file.

Harrison Registry Photo Limits
The Harrison sheriff registry page links to Ohio ESORN. A registry image can corroborate identity and current registration information for someone who has a legal duty to register. It is not a general inmate lookup, booking-photo collection, or release list. People without that legal duty do not belong in the channel.
Third-party archives and commercial mugshot publishers can preserve old images or text, but their identity, dates, and updates may be wrong. They should be treated only as leads. No commercial mugshot publisher, data broker, or paid removal service is linked or endorsed. Confirmation returns to the sheriff, court, or ODRC.
Harrison Local News Photo Limits
Harrison County has a distinct local-news source. The county's own directory names the Harrison News-Herald as a Saturday weekly with more frequent online publication. A case-specific sheriff report, court story, or news account may include an official image. Coverage is selective. A missing article means nothing about release, and a dated photo does not prove present status.
When a news image is credited to a sheriff or court, record the publication date and the case it describes. Then locate the originating public record. A story may concern an arrest, warrant, sentencing, transfer, or later hearing rather than release. The caption and surrounding text are context, but the agency record supplies the official identity and event.

Note: Selective news coverage can explain where a photo surfaced, but it cannot establish a release event or case outcome.
Harrison Photo Sealing and Removal
Sealing changes general public access while the official record still exists under the statutory framework. Expungement provides broader destruction, deletion, or erasure treatment for eligible matters. Eligibility depends on the offense, result, waiting period, and linked cases. A missing public docket or image can reflect sealing rather than proof that the arrest never occurred.
Ohio's definitions in ORC 2953.31 include photographs within official records. Current application and eligibility rules appear in ORC 2953.32 and related provisions. The request belongs with the court where the case was filed. For a source error rather than a sealed case, send the correct order or record to the agency that owns the disputed photo or field.
No verified Ohio-specific anti-pay-to-remove mugshot statute was found in the official code sweep. That is a source limit, not a claim that no rule could exist. Do not pay a publisher based on an unsupported promise. Ask the official source about correction, access status, and the legal effect of a sealing or expungement order.
Harrison County Court handles misdemeanor and traffic cases, while Common Pleas handles felony cases. Apply through the court where the matter was filed. Sealing does not make every copy vanish at once, and expungement depends on the order and statute. If an official image remains public after an order, provide that order to the office that maintains the image and request a review of its public-access status.
